Similar to other Paradox games, Hearts of Iron IV lets you take control of any nation in the world, provided it was around in 1936 or 1939. Normal matches are designed to end by late 1945 but you can keep playing beyond that if you really want to. At the earliest, you can start off in 1936, though some scenarios will have you start in 1939. Hearts of Iron IV takes place over a much shorter timespan than most Paradox games, and understandably so.
